Each phone call has a time limit of 60 minutes. Inmates can call as often as they wish. Remember that call controls are in place. Calls may be recorded and may be subject to monitoring. Chain dialing, 3-way calling, call forwarding, and/or dialing extra digits is not permitted. In order for cell phones to receive calls, a pre-paid account must be in place. Notice for Cox Communications CustomersEffective September 2008, Embarq discontinued its billing arrangement for collect calls with Cox Communications. Customers who utilize Cox Communications may establish a pre-paid account, or the inmate may establish a pre-paid account for the calls. POLICY Coinless telephones shall be available at appropriate facilities for inmates to place collect only telephone calls within the United States of America. (ACO 2-CO-5D-01, ACI 3-4439) Inmates shall be required to prepare and update a list of up to twenty (20) persons, including attorneys, with whom they wish to have telephone contact. The facility may monitor and record non-attorney calls placed by the inmate on the coinless telephone. January 9, 2008 (Full release, click here) The Kansas Department of Corrections has entered into a contract with Embarq™ Payphone Services Inc., a unit of Embarq Corp. of Overland Park, to provide telephone services for inmate calling at Kansas correctional facilities for significantly reduced rates. Embarq™ will continue to provide the capability to monitor and record all inmate telephone conversations, limit the number of people an inmate is allowed to call, and a number of other security related functions. The cost of the security functions associated with an inmate telephone system is paid for through the calling charges, not by state tax dollars. The three year contract (with an option for the department to renew for two additional years) provides for different rates for collect, prepaid and inmate prepaid calling, amounting to an overall cost reduction of 40% over previous costs.
